In 2018, the Chinese President Xi, Jinping announced plans to build a Hainan Free Trade Port with Chinese characteristics. It is expected that the whole island of Hainan will enter into independent customs operation by 2025.

According to the “Master plan for the Hainan Free Trade Port” released in June 2020, which aims to basically establish a free trade port system focusing on trade and investment liberalization and facilitation by 2025 while it aims to achieve the liberalization and facilitation of trade, investment, cross‑border capital flows, movement of persons, transportation, and secure and orderly flow of data by 2035 and build the island into a globally‑influential high‑level free trade port by the middle of the century.
